Agency for Persons with Disabilities; Provides that final order authority rests with APD after hearing on Medicaid programs administered by AHCA is conducted by DCFS; establishing direct-support organization for APD; requires unlicensed direct service provider who administers medications or supervises self-administration of medications to be assessed annually for competency in all allowed routes of administration before assisting with that route.
