Health Care; Creating the "Florida Hospital Patient Protection Act"; providing minimum staffing level requirements for the ratio of direct care registered nurses to patients in a health care facility; requiring that the Agency for Health Care Administration develop uniform standards for use by health care facilities in establishing nurse staffing requirements; specifying those actions that constitute professional practice by a direct care registered nurse, etc.
