Property Assessments; Revises factors that property appraiser must consider when deriving just valuation of property; provides conditions & limitations relating to property appraiser's use of certain property transactions to arrive at just valuation; provides for retroactive application.

Effective Date: upon becoming a law and shall apply retroactively to January 1, 2012
