Space Exploration; Requires Florida Institute of Technology to submit plan to DEO in order to qualify for grant funding of space exploration research laboratory; requires certain information to be included in plan; requires institute to annually submit report relating to expenditures & accomplishments of space exploration research laboratory; specifies information for inclusion in annual report; requires institute to enter into contract containing certain terms with DEO; provides for funding to cease; requires DEO to make annual reviews & recommendations concerning whether to continue funding space exploration research laboratory; directs DOR, after notice by DEO that certain contingencies have been met, to annual distribute for number of years specified amount of funds generated by visitor activity at Kennedy Space Center & Cape Canaveral Air Force Station for purpose of establishing & operating space exploration research institute at Florida Institute of Technology.
