GENERAL BILL by Rader

Health Care; Creates "Florida Hospital Patient Protection Act"; provides minimum staffing level requirements for ratio of direct care registered nurses to patients in health care facility; requires that each facility implement staffing plan; prohibits health care facility from assigning unlicensed personnel to perform functions or tasks that are performed by licensed or registered nurse; authorizes direct care registered nurse to refuse to perform certain activities if he or she determines that it is not in best interests of patient; prohibits health care facility from discharging, discriminating, or retaliating against nurse based on refusal to accept assignment under certain circumstances; prohibits health care facility from interfering with right of nurses to organize or bargain collectively; provides powers & duties of AHCA with respect to violations of act.
