Water and Wastewater Utilities; Authorizes PSC to suspend or revoke certificate of authorization upon receipt of petition; creates process for customers to file & resolve, using the PSC, water quality grievances against certain water or wastewater utilities; creates process for PSC to resolve customer grievances for water quality issues; authorizes PSC to impose penalties on utility for certain failures; requires DEP to establish secondary wastewater service standards for odor, noise, aerosol drift, & lighting.
