Emergency Air Medical Service; Imposing a fee on certain motor vehicle moving violations and local ordinances; requiring municipalities and counties to transfer moneys collected to the Emergency Medical Services Trust Fund; creating a separate account within the trust fund; providing for the administration and use of the funds; requiring the Department of Health to seek to obtain federal matching funds, etc.
