Corrections; Designates act as "Prison Reform Act of 2015"; provides that certain inmates are eligible for parole after completing specified portion of their sentences; requires initial parole hearing within specified period; requires Correctional Educational Program to make masonry apprenticeship program available to certain inmates; requires program to make seminary programs available to inmates in every facility; provides that state funds may not be spent for certain purposes.
