Controlled Substances; Authorizes defendant to move to depart from mandatory minimum term of imprisonment of 3 years & from mandatory fine for drug trafficking violation involving specified quantity of specified controlled substance if court finds defendant has demonstrated by preponderance of evidence that specified criteria are met.
