Administrative Procedures; Exempts certain administrative law judges & agency hearing officers from Career Service System; provides procedure for designating qualified representative; provides notice requirements for public meetings, hearings, & workshops & those utilizing telecommunications; requires adoption of uniform rules of procedure; provides for mandatory correction of rule to conform to change in law; provides procedure for conducting discovery in administrative proceeding; revises procedure for hearing involving disputed issue of material fact; authorizes agency head to designate & terminate agency hearing officer.
