Contamination; Revises conditions under which rehabilitated contaminated site applicants may submit & claim certain tax credits; specifies timeframe such tax credit applications must be submitted; revises criteria & procedures regarding tax credits; revises available damages & exceptions to specified causes of action concerning discharges; revises entities that may propose brownfield designations; exempts certain job creation requirements otherwise needed for eligibility for specified brownfield site rehabilitation agreements.
