Public Campaign Financing [GPSC]; Repeals the "Florida Election Campaign Financing Act." Deletes references to the Election Campaign Financing Trust Fund, which expired, effective November 4, 1996, by operation of s. 19(f), Art. III of the State Constitution. Provides expenditure limits for certain candidates for statewide office.
