Escrow Accounts for Improvements to Residential Real Property; Requiring contractors and qualified companies that receive a specified amount of money for improvements to residential real property to place such payments in an escrow account with specified institutions or persons; authorizing the contractor or qualified company to keep funds received from different owners in the same account under certain circumstances; authorizing the owner of the residential real property to request in a specified manner an accounting report from the contractor or qualified company, etc.
