Resource Managers and planning agencies will initially benefit from the project due to an increased understanding of impacts upon Biscayne Bay associated with the CS&F Project. This will eventually translate into a benefit by the commercial and recreational users of the Bay due to improved management of the quantity and quality of stormwater released into the Bay.

Project Description:
Miami-Dade County is the local sponsor with the U.S. Army Corps of Engineers in the Biscayne Bay Water Quality modeling project. This is the second phase of a three-part computer modeling project. The first phase, a linked hydrodynamic and groundwater model, simulates circulation and salinity patterns in the Bay, and is intended to provide a basis for more complex modeling. The Water Quality modeling tool (Phase 2) will track and predict the distribution and concentration of substances in the water column (particulate and dissolved, including nutrients, suspended sediments, sewage indicators, and selected metals and organics). Objectives include: project concentrations or loads of nutrients and other contaminants that must be maintained at the boundaries to prevent degradation of water quality in receiving portions of the Bay; track and predict concentration of contaminants from spills or extreme events; project seagrass and habitat distribution, and assess fate and transport of toxic contaminants in sediments. Deliverables related to this fiscal year's request include a scope of work for contractor selection, data needs and acquisition plan, and adjustments of selected hydrographic model. The final model product will be available to resource managers involved in Biscayne Bay protection and improvement.

Measurable Outcome Anticipated:
The water quality model, in combination with the hydrodynamic model will provide the capability of assessing effects from proposed water management modifications being investigated in various local, regional, and national planning activities (C&SF Project Review Study, Lower East Coast Water Supply Plan, South Biscayne Bay Watershed Management Plan, Comprehensive Everglades Restoration Plan). These models are also an essential element in developing freshwater flow and water quality targets for the Bay. his project is an essential element in the development of the integrated areawide land use and water management plan for the south Miami-Dade County watershed (a/k/a South Biscayne Bay Watershed Management Plan) required in the County's adopted Comprehensive Development Master Plan. The development of this land use and water management plan is a critical element in ongoing Federal and State ecosystem restoration efforts in that it will define the future land uses in southern Miami-Dade County, including reuse of the former Homestead Air Force Base, which are compatible with restoration efforts.
