Maintain and expand PAC Success Academies' proven juvenile justice programs; develop and implement outcome measurement system; fund JISCOP start-up

Nine out of ten inmates say they were chronically truant. Judges in Schools program expande to 3 judicial circuits, with a minimum of 50 students per program at a success rate of 90% finishing school.
