Project Description:
Under the Surface Water Improvement and Management (SWIM) Act of 1987, the Florida Legislature identified Biscayne Bay as a priority water body and appropriated funds to the South Florida Water Management District to be used for clean up of the Miami River, stormwater outfalls and improvements, and other activities that would contribute to the restoration of Biscayne Bay. The Biscayne Bay SWIM Plan targets the Miami River for water quality restorations. Urban stormwater runoff conveys tons of pollutants into the Miami River each year, and in turn, the Miami River is a primary source of water quality degradation to Biscayne Bay. In 1995, the County and the SFWMD entered into an agreement to retrofit the stormwater drainage system of NW 22 Avenue to reduce loadings of stormwater runoff contaminants to the Miami River. That agreement provided funds for design purposes only. The funds requested herein will be used for the construction of a stormwater treatment system, which will include a pump station with a capacity of 50,000 GPM, and ten (10) injection wells to reduce runoff generated by Basin 21 as identified in the Miami River Master Plan of the City of Miami. Basin 21 is located along NW 22 Avenue between Flagler Street and the South Fork of the Miami River. Since 22 Avenue is a County Road, this projects falls into Miami-Dade County jurisdiction.

Measurable Outcome Anticipated:
The project goal, once implemented, is to attenuate the heaviest loads of pollutants generated by initial wash off of the watershed to surface waters (Miami River), which is caused by the effect of the first inch of runoff over its area. The runoff generated over the basin will be routed through a treatment train consisting of an existing system of slab-covered trenches and pollution retardant baffles installed as part of this project. After this, it will then be pumped into drainage injection wells with a combined capacity of 25,000 GPM to reduce the amount of urban runoff going into the Miami River.
