Community Budget Issue Requests - Tracking Id #118
Biscayne Bay Restoration

Requester: Henry Dean, Executive Director Organization: South Florida Water Management District

Project Title: Biscayne Bay Restoration Date Submitted 1/14/2005 1:53:22 PM

Sponsors: Margolis

Statewide Interest:
The request will serve to provide funding to projects considered and deemed crucial to the efforts for restoration of Biscayne Bay an Outstanding Florida Water.

Recipient: South Florida Water Management District   Contact: Frank Bernardino, Legislative Affairs Representative
3301 Gun Club Road   Contact Phone: (561) 718-2345
West Palm Beach 33406   Contact email: fbernar@sfwmd.gov

Counties: Palm Beach

Gov't Entity:   Private Organization (Profit/Not for Profit): Yes

Project Description:
The program implements recommendations of the Biscayne Bay SWIM Plan and the Biscayne Bay Partnership Initiative through the enhancement of freshwater delivery systems and hydrology, restoration of coastal habitats, retrofit of stormwater sysstems, development of managment tools, environmental monitoring, research, strategic planning, and environmentally sustainable publi caccess and education.

Is this a project related to 2004 hurricane damage? No

Measurable Outcome Anticipated:
Program activities include shoreline stabilization and habitat restoration programs which will prevent erosion and/or re-suspension of solids, reduce nutrients through uptake by native wetland plant communities, and filtering of suspended substances. Canal and stormwater system models and improvement include planning, design, and construction of on-site retention and treatment or rerouting of canal waters through wetlands, to assure that contaminants are not discharged directly to surface waters. Proposed monitoring and modeling activities will be used to accurately determine pollutant load reduction associated with urban stormwater plans and designs. Past studies estimated that 11 pounds of nitrogen, 2 pounds of phosphorus, 398 pounds of suspended solids, and 53 pounds of biological oxygen demand are generated by lands uses in a typical 50-acre drainage basin in the Miami River watershed in northern Biscayne Bay. This loading can be reduced up to 80% by upgrading old systems with treatment systems. For an ongoing wetlandpilot project near south Biscayne Bay, it is estimated that total suspended solid concentration will be reduced 80%.

Describe how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
Past studies estimated that 11 pounds of nitrogen, 2 pounds of phosphorus, 398 pounds of suspended solids, and 53 pounds of biological oxygen demand are generated by land uses in a typical 50-acre drainage basin in the Miami River watershed in northern Biscayne Bay. The implementation of these projects will contribute towards the reduction of this loading by up to 80% by upgrading old systems with treatment systems. For an ongoing wetland pilot project near south Biscayne Bay, it is estimated that total suspended solid concentration will be reduced 80%.
