This project supports the implementation of the new reforms to F.S> Chapter 394 (Baker Act) related to Assisted Outpatient Treatment. In the new reform, individuals with mental illness can now be ordered under a civil court order to comply with outpatient treatment. The services requested in this project will help ensure that necessary outpatient services are available. This project id designed to cover a four county region (Orange, Osceola, Seminole and Brevard Counties) which has broader impact than a single local area. This project has the support of law enforcement, the criminal justice system, providers and consumer groups. The intended outcomes for this project will be a decrease in utilization of deep end services and high recidivism to jails, emergency departments and Crisis units. It is also intened to help people with serious mental illinesses remain living in the community and working towards recovery and productivity.

Project Description:
This project is a collaborative effort that will be managed by the four community mental health centers in District 7 (Circles of Care, Lakeside Alternatives, Park Place and Seminole Community Mental Health Center). The requested funding will provide medical outpatient services and access to medications through the Indigent Drug Program to individuals with serious mental illness. The services comprise of visits to a psychiatrist or Advanced Registered Nurse Practioner (ARNP) to prescribe medications and provide medication management. Of the requested funding for this project, $1,100,000.00 will provide an additional 2,978 clinic hours which will serve approximately 2,375 people in 4 counties. The remaining $225,000.00 will provide access to medications. These additional medication resources will be used for existing clients who are indigent and have no payor source as well as new clients who will be involuntarily committed under Chapter 394 (Baker Act) reform. This project will also conduct a pilot study for the new Chapter 394 (Baker Act) reform. Under this pilot study, staff providing medical outpatient services for those involuntarily committed to outpatient services will track utilization of services and recidivism rates in order to determine the types and amounts of services needed to reduce recidivism and increase treatment compliance.

Measurable Outcome Anticipated:
Outcomes anticipated include: increased diversion from jail, emergency departments and CSUs; increased care in the community thus preserving people's dignity, decrease in arrests made by law enforcement officers, thus reducing officer and consumer risk of injury and increased compliance with outpatient services.
