Community Budget Issue Requests - Tracking Id #1301
NBV - Storm Drainage Outfall Protection

Requester: Mayor Joe Geller Organization: City of North Bay village

Project Title: NBV - Storm Drainage Outfall Protection Date Submitted 1/14/2005 1:42:04 PM

Sponsors: Margolis

Statewide Interest:
The City of North Bay Village is an island City in the middle of Biscayne Bay. Currently all stormwater collected is directly drained into the Bay. Rehabilitating the existing lines and installing back-flow preventors will drastically decrease stormwater pollution to Biscayne Bay.

Recipient: City of North Bay Village   Contact: Sam Zamacona Jr.
  7903 East Drive   Contact Phone: (305) 799-7276
North Bay Village 33141   Contact email: sam.zamacona@nbvillage.com

Counties: Dade

Gov't Entity: Yes Private Organization (Profit/Not for Profit):

Project Description:
This project involves video recording the existing storm drainage system, rehabilitating all portions needed, and the installation of backflow preventors at all stormwater outfalls in the City. This will prevent build up of barnacles which decrease the cross-sectional diameter of the pipes, in turn decreasing the flow capacity. The valves will maintain the high water table Biscayne Bay waters out of our storm system allowing our pipes to act as additional containment volume. Most importantly they will maintain flow moving in a positive flow and prohibit contaminants to enter Biscayne Bay and the waters of the United States.

Is this a project related to 2004 hurricane damage? No

Measurable Outcome Anticipated:
The addition of treatment system from the proposed project will allow for removal of typical pollutants in stormwater runoff to Biscayne Bay and the waters of the United States.

Amount requested from the State for this project this year: $50,000

Total cost of the project: $100,000

Request has been made to fund: Construction

What type of match exists for this project? Local
  Cash Amount $50,000

Was this project previously funded by the state?   No

Is future-year funding likely to be requested?   No

Was this project included in an Agency's Budget Request?   No

Was this project included in the Governor's Recommended Budget? No

Is there a documented need for this project? No

Was this project request heard before a publicly noticed meeting of a body of elected officials (municipal, county, or state)?   Yes
  Hearing Body: Miami-Dade Legislative Delegation
  Hearing Meeting Date: 01/06/2005

Is this a water project as described in Section 403.885, Laws of Florida?   Yes

Is your project addressed in a state, regional or local plan (such as a SWIM plan, Comprehensive Plan, local master plan, etc.)? Yes
Name the plan and cite the pages on which the project is described:
Miami-Dade Local Mitigation Strategy June 30 2005

If you are requesting funding for a stormwater or surface water restoration project:

Which Water Management District has the jurisdiction of your project?
  South Florida Water Management District
Have you provided at least 50% match? Yes
  Match Amount: 50000
  Match Source: Ad Valorem Growth

Will this project reduce pollutant loadings to a water management district designated 'priority' surface water body? Yes
Name of water body: Biscayne Bay

Describe how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
By installing backflow preventors, build up of barnacles( which decrease the cross-sectional diameter of the pipes, in turn decreasing the flow capacity) will be deminished. The valves will maintain the high water table Biscayne Bay waters out of our storm system allowing our pipes to act as additional containment volume. Most importantly they will maintain the flow moving in a positive flow and prohibit contaminants to enter Biscayne Bay and the waters of the United States.

If you are requesting funding for a wastewater project:
