Project Description: |
This request is for funding to re-establish the nationally recog�nized Noncustodial Parent Employment Program (NCEP) in Miami-Dade that was originally established in the Tampa Bay area in 1996 (the Tampa Bay project has been funded every year since by a $750,000 legislative appropriation from federal TANF funds, was recommended by Governor Bush in his 2004-05 budget, and was passed by the 2004 legislature -Line 2097A). The NCEP program increases the amount of court-ordered child support collected; assists noncustodial parents who have children on welfare to establish a pattern of regular child support payments by obtaining and maintaining unsubsidized employment; and strengthens families by motivating absent parents to accept their parental responsibilities and help them improve their relationship with their children. Based on outcomes, the program was expanded to Miami-Dade County in 2000 at the invitation of the local courts and the State Attorney's Office, and funded by the local workforce board with federal welfare-to-work dollars. The Miami-Dade County NCEP program has assisted more than 1,500 dads benefiting 3,200 children since mid-2000. Since 1996, statewide the program has successfully served over 8,000 noncustodial parents benefiting 19,000 children, and helped lessen their dependence on public assistance. As a result of unexpected Congressional action, all federal welfare-to-work funds that flowed to the states were rescinded in early 2004 forcing a significant reduction in the Miami-Dade program. This request is for funding to re-establish the Miami-Dade program. |
