Statewide Interest:
The widening of this section of Capital Circle provides a much needed intermodal connector between the Tallahassee Regional Airpot and the major limited access highway in the southern United States, I-10. Currently, connections are made to I-10 using congested urban arterials, which generally impede freight movements, given the amount of local traffic dependent on Captial Circle NW/SW for local area traffic movement.

Project Description:
Capital Circle is a major arterial roadway circling the Tallahassee urban area. It links a major expressway(I-10) with US 27 and US 90. Other segments of Capital Circle have been widened with a significant portion of the improvements being either directly funded or advance-funded by the City of Tallahassee or Leon County. The segment of Capital Circle being requested is I-10 to US90, which is one of the remaining Captial Circle sections to be imporved, and is the most critical section of the intermodal link from the Tallahassee Regional Airport to I-10. This two-lane route carries freight traffic from industrial land uses and the airport, the primary intermodal facility between jacksonville and Pensacola. This application is consistent with local planning initiatives, including the Captial Regional Transportation Planning Agency's 2020 Transportation Plan, as the I-10 to US90 section is the number one transportation priority for the current year.

Measurable Outcome Anticipated:
The Tallahassee and Leon County Commissions, through their "Southern Strategy" initiative are attempting to spur economic growth in the souther areas of the City and County with a combination of roadway improvements, sector-planning efforts, growth management and economic incentives. Targeted, is the southwestern quadrant, an area serviced by Capital Circle Northwest/Southwest. The Tallahassee Airport is in the midst of a major passenger growth, which will generate new jobs, enhancing its role as an intermodal facility for the region, and generate new demands on the roadway infrastructure. Capital Circle Northwest/Southwest is also a critical transportation link needed to facilitate the efficient emergency evacuations of residents from low-lying or vulnerable coastal areas.
