Holden Heights is one of the neighborhoods identified in Gov. Bush's Front Porch Florida initiative. Implementation of improvements in Holden Heights will help to alleviate flooding of residential and commercial properties, will assist in treating stormwater runoff from the expansion of Interstate 4, will improve the quality of surface water being discharged to the Floridan aquifer and will eliminate the need for construction of a surface outfall to any priority water bodies.

Project Description:
The disadvantaged community of Holden Heights is characterized by isolated drainage basins that have no outfall to other surface waters. In the early 1960s, as part of the original construction of Interstate 4, FDOT enlarged a wetland area in Holden Heights to create Lake Angel for stormwater management. FDOT also constructed a 20-inch diameter drainage well in the newly created lake to provide volume recovery. The City of Orlando has a much smaller drainage basin adjoining this area, which is served by a separate 20-inch drainage well and a created lake known as the Conroy Basin. Lake Angel and the Conroy Basin are interconnected by two storm sewer systems and, together, accommodate a drainage area of about 275 acres. During recent heavy rainfall events, structural flooding of properties occurred in these basins. An engineering evaluation determined that storm sewer improvements alone are insufficient to fully solve the flooding problem. Furthermore, FDOT is exploring the possibility of encroaching onto Lake Angel as part of the widening of Interstate 4. This cannot occur without at least a commensurate enlargement of the lake. Enlarging both water bodies for flood protection will not only directly address the flooding, but will greatly reduce the likelihood of uncontrolled discharges to Clear Lake, in the Upper Kissimmee River basin, and Lake Holden, a large, landlocked recreational lake south of the subject area. The project also affords the opportunity to incorporate stormwater pollution abatement enhancements through the creation of wetlands. In addition to serving the Lake Angel and Conroy Basin areas, runoff from an existing stormwater collection system in the Lake Holden basin will be diverted into the new stormwater system, thereby reducing the pollutant load to Lake Holden. As the ultimate discharge point for this basin is the upper Floridan aquifer (through the two drainage wells), and much emphasis has been placed on the recharge that can be provided by drainage wells, improved surface water quality will assist in achieving this objective.
