Statewide Interest:
It is in the best interest of residents and visitors to this area to reduce pollution of Santa Rosa Sound as a result of storm surge associated with tropical storms. The Soundside Drive and Bay Street areas are subject to inundation by storm surge and sustained heavy flooding during Hurricane Ivan. Construction of a sanitary sewer force main would allow the connection of single family and multi-family units in the area a central wastewater treatment facility which was not flooded by Hurricane Ivan.

Project Description:
Hurricane Ivan flooded the low lying residential areas of Bay Street and Soundside Drive. Many single family homes and multi-family units were flooded. This includes the septic tanks on site. They were each flooded. The contents of each septic tank ended up in nearby wetlands or Santa Rosa Sound. As the homes are rebuilt, they will be elevated, however the septic tanks will be replaced in the ground and be subject again to flooding. By constructing a sanitary sewer force main in these two areas, all wastewater would be conveyed to a central treatment plant which has the capacity to treat the wastewater and which was not flooded during Hurricane Ivan.

Measurable Outcome Anticipated:
This project will eliminate about 300 current septic tanks from direct interface with Santa Rosa Sound during hurricane storm surge. In addition, all future, in fill development can be completed with central wastewater service rather than septic tanks. This project will eliminate the flooding of these tanks and deposit of wastewater and sludge in nearby wetlands or in Santa Rosa Sound.
