Project Description: |
The Clinic will provide an appropriate level of care to those in West Pasco without insurance or underinsured. The clinic will provide primary care services for adults and children, and will be staffed by family practice physicians and/or physician extenders and provide limited diagnostic services. Given recent trends in inappropriate ER utilization in West Pasco County, community need for this type of Clinic is evident. It is expected that Clinic will be open 8:00a.m. to 8:00p.m., 7 days per week. As the only not-for-profit provider in West Pasco County, Morton Plant North Bay Hospital is experiencing a significant and growing volume of bad debt and charity cases (now 11% of charges --- one of the highest rates in Tampa Bay). Medicaid adds an additional 8.5% to this figure resulting in nearly 20% of hospital charges coming from the needy/underserved population in our community. Additionally, this clinic will provide a lower cost alternative to Medicaid patients compared to the Emergency Rooms Medicaid patients are currently using in many cases. County, State and National trends show no relief in sight for this growing uninsured and underinsured population. Unfortunately, Pasco County Government does not offer sufficient programs, such as this clinic, to serve the growing needs of the population targeted for this Charity Walk-In Clinic. |

Measurable Outcome Anticipated: |
Inappropriate utilization of Emergency Services will be measured. Also, we will measure the number of truly emergent cases arriving in the ER, which could have been more appropriately treated earlier in a more appropriate and lower cost setting of the Clinic. Success will be defined as a reduction of non-emergent ER visits, and the reduction of the number of emergent cases, which would have been avoidable if treated earlier. |
