Statewide Interest:
With the exception of conservation lands to the southwest, much of the shoreline along the 600-acre Crystal River/Kings Bays bay has been altered through recreational and residential development. This has caused habitat destruction and impairments to recreational use and navigation. In addition, water clarity has been reduced by the proliferation of Lyngbya sp., a blue-green algal species and the re-suspension of bottom sediments into the water column through wind action and/or physical disturbance. The Crystal River/Kings Bay complex is classified by the state as a Class III surface water and an Outstanding Florida Water. It is also a District SWIM Priority Water Body. The Kings Bay ecosystem has unique habitat value and it forms the headwaters of Crystal River. The Florida Fish and Wildlife Conservation Commission documented 21 species of amphibians, 47 species of reptiles, 191 species of birds, and 22 species of mammals within the watershed, including 26 state or federally listed species. For example, it supports one of the state's most significant manatee populations. The Kings Bay embayment makes this system unique to all other springs in Florida. The tidally influenced bay encompasses 30 springs discharging from the Floridan Aquifer, with a collective average discharge of 630 million gallons per day. Recreational activities involving the natural resources of Crystal River/Kings Bay contribute substantially to the local economy.

Project Description:
Funds received from the state would be used in partnership with the City of Crystal River and Citrus County to improve and preserve water quality and clarity in Crystal River/Kings Bay. Best management practices (BMPs) would be put in place for stormwater treatment to serve development that occurred prior to state stormwater regulations, and for evaluating factors leading to the decline of water clarity and native plant communities. These BMPs will improve water clarity and reduce nuisance plant and algal species in Crystal River/Kings Bay and stabilize or remove sediments from areas that have been demonstrated to contribute to reduced water clarity as a result of sediment re-suspension. These funds will also be used for re-vegetation of denuded areas with desirable submerged aquatic vegetation, and restoration of vital aquatic habitat.

This project will restore native vegetation, improve water clarity and quality, and reduce pollutant loading to the Crystal River/King's Bay system. Additionally, the project will stabilize or remove sediment from areas that have been demonstrated to contribute to reduced water clarity as a result of sediment suspension. The project will also restore vital aquatic habitat.

Describe how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
It is expected that retrofit of priority stormwater sub-basins should result in 50% to 80% reduction in total suspended solids. Additionally, re-vegetation of some hardened shoreline areas should assist in reducing wave energy by softening the shoreline and thereby reducing re-suspension of bottom sediments. These actions are implementing recommendations of the King's Bay Technical Advisory group.
