3. This budget request addresses a statewide public health interest. Automated External Defibrillators (AEDS) have saved numerous lives in Florida. Early defibrillation is critical in saving victims of sudden cardiac arrest. A victim of sudden cardiac arrest who is not defibrillated within 8 to 10 minutes has little chance of survival. Even the best emergency medical providers are often unable to respond to victims of sudden cardiac arrest within the necessary 4 minutes after collapse. Law enforcement officers who have been equipped with AEDs in their cars have saved lives. Law enforcement officers are frequently the first responders to an emergency medical situation. Communities have greater numbers of law enforcement officers than emergency medical personnel. Victims of sudden cardiac arrest have a greater chance of survival in communities where law enforcement vehicles are equipped with AEDs. AEDs allowed trained law enforcement officers to quickly and safely deliver defibrillation before emergency medical personnel can arrive. Law enforcement officers are continuously on patrol and poised to respond to emergencies. Placing AEDs in law enforcement vehicles will save lives in Florida. This grant program requires matching funds and will be available to: police departments, sheriff's office, and the Florida Highway Patrol throughout the state. |

Project Description: |
7. This request will provide funding to the FDLE for a grant program to equip law enforcement vehicles with automated external defibrillators. Provides criteria for a law enforcement agency to make a grant request. The bill requires metropolitan areas to provide a 25% match to their grant request and rural areas to provide a 10% match. The legislation authorizes FDLE to adopt rules for administration purposes. Funds are eligible to be carried over for a two year period at which point any unused funds will revert back to the state. |

9. Placing automated external defibrillators in law enforcement vehicles will save lives. The measurable outcome anticipated will be the placement of automated external defibrillators in law enforcement vehicles throughout the state. Most importantly this request will provide funding to rural areas for the placement of automated external defibrillators in law enforcement vehicles. |
