Statewide Interest:
This project which is proposed for three areas within the Escambia County Enterprise Zone consists of retrofitting and installation of sanitary sewer and thereby abandonment of septic tanks. Providing swimable and fishable waters in Florida is a statewide goal. In waterfront residential areas septic tanks are a large contributor to fecal coliform contamination of recreational waters rendering them useless. The Florida Department of Health has more beach closings in Bayou Grande adjacent to the Beach Haven community than any other body of water in Escambia County. Citizen's health, recreation and welfare, economic development and tourism are all statewide issues and negatively impacted by inadequate sanitary sewer treatment by septic tanks

Project Description:
The project would provide for installation of sanitary sewer infrastructure in three areas of Escambia County: Beach Haven, Mobile Highway and Bellshead. Septic tank abatement and removal would be the requirement of the property owner unless eligible for aid due to low income. A one-year waiver of the hook up fee is granted to incentives early participation. Escambia County has partnered with the Emerald Coast Utility Authority to provide for and incentives sewer installation in several other prioritized areas over the last 4 years. Using local dollars, sewers have been installed in low-lying coastal neighborhoods to reduce the fecal contamination in two bayous and return them to recreational use by local residents.

Measurable Outcome Anticipated:
The measurable outcome in Beach Haven would be fecal coliform bacteria (e. coli and entericoccus) reduction to swimable and fishable levels as determined by the Florida Department of Health and the Department of Environmental Protection within 2 years. Mobile Highway and Bellshead or low to moderate income commercial and residential areas within the Brownsville Community Redevelopment Area, Englewood Redevelopment Area and the Escambia County Enterprise Zone. The Enterprise Zone is a state designated area of blight in need of economic development. Commercial development potential is severely limited due to the unavailability of sanitary sewer. Commercial businesses are highly compromised if dependent on septic tanks. Septic tanks do not treat many of the commercial or industrial contaminants that may require disposal nor can septic tanks handle the quantity of flow that many commercial businesses may require.
