| The goal of NORC is to develop a statewide model in which seniors live independently in their own homes by empowering them to access community-based services and to train and empower the senior volunteers to help their neighbors in need of assistance. With neighbors helping neighbors and a better use of community resources the state will significantly benefit by less utilization of costly state Medicaid funded nursing home beds. |

| Project Description: |
| The South Florida NORC is a federally funded project that offers seniors on site frequent contact between residents to better access the service delivery maze. Programs draw isolated seniors out of homes to interact with neighbors and create a cohesive community that "ages in place". The NORC will recruit and train volunteers for respite, transportation, meals, and a "neighbor helping neighbor" program. Senior volunteer "block ambassadors" encourages creating of community and empowers seniors to help one another. Professional volunteer coordinators are used to implement this. This model has been successfully implemented throughout Israel. Other services that are included in the NORC include case management geared towards community empowerment, informal transportation services by peers, and emergency home and medi-gap program. A group of volunteer NORC residents will make decisions and help meet unmet needs in the community. |

| Measurable Outcome Anticipated: |
| Through a "neighbor helping neighbor" volunteer model the community is able to establish and implement informal services and resources to assist seniors of the community to allow them to "age in place". Another outcome is the development of a system of "indigenous" (within the community) volunteer senior residents to help access outside community services from existing providers. A third outocme is to address the unmet needs of seniors and the waiting list for community services by a viable NORC community. |
