Zero Exposure is a model for the entire state of Florida that, when fully implemented, will significantly reduce the number of substance exposed infants (goal: zero) thus reducing medical costs (neonatal services, ongoing medical care); costs of child removals from parents, educational costs, and criminal justice costs over the life of the child.

Project Description:
The Zero Exposure, a partnership between DACCO and Healthy Start, in continuation FY05, provides substance use Screening, Assessment, Referral and Treatment (SART) to any pregnant woman in participating obstetrician or health clinic offices. A simple screening instrument, the 4P's plus, is administered to the pregnant women by medical staff. A positive screen/assessment initiates a referral to a Zero Exposure staff member who 1) provides early pregnancy education that includes the effects of ATOD on the fetus; 2) Completes further screening tools to engage the mother and gather information 3) determines the level of substance abuse treatment needed by the mother; 4) provides linkage to gender specific substance abuse treatment programs for comprehensive assessment, intervention and treatment services up to and including transportation; 5) provides linkage and coordination between treatment and the obstetricians; and 6) gathers data for evaluation by Florida Mental Health Institute.

Reduction in substance exposed infants, as evidenced by: 1) decrease removal of infants from mothers at birth due to drug exposure, 2) pregnant women completing gender specific treatment programs, 3)decrease in Fetal Alcohol for women involved with ZEP
