Specifically, this project will have positive impacts on the quality of water being discharged into the SFWMD Western C-11 Canal and Conservation Area 3A.

Project Description:
The Basins S-9 and S-10 Stormwater Management and Western C-11 Water Quality Improvement Program consists of a series of improvements that satisfy environmental, surface water restoration and stormwater management laws and requirements. The construction of each portion of the project will facillitate the attainment of the proposed benefits. It should be noted that the project location falls within the boundaries of the C-11 West Drainage Basin and the Broward County Water Preserve Area(WPA) as indicated in Ch. 40E-41.323, F.A.C. and authorized by Ch 373, F.S.

Measurable Outcome Anticipated:
This project will result in measurable reductions in both the total volume of water being discharged into the C-11 Canal, and in the level of pollutants being discharged. Flow rates will be monitored continually via telemetry. Polluntant levels will be monitored in accordance with an established protocol for testing total phosphorous. The existing phosphorous testing program has been in place for three years. This ensures that there is an appropriate bench mark to use in evaluating the success of the project.

Describe how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
The key pollutant that will be targeted under this project is total phosphorous. The designation of phosphorous as the target constituent for the Basins S-9 and S-10 Stormwater Improvement Project is based on the CERP criteria for total phosphorous levels in the Conservation Areas. This project will consolidate all outfalls to the C-11 Canal from South Broward Drainage District(SBDD) Basins S-9 and S-10 into three controlled discharge points, all of which are east of SFWMD's Structue 381 which separates conservation area seepage from urban runoff. Currently, the basins discharge through six unrestricted outfalls, including three west of Structure 381. Each of the three controlled outfalls points includes a structure what will prevent all discharge into the C-11 Canal below the Basin Control Elevation of 4.0 NGVD. The consolidation of the outfalls will permanently eliminate discharge from the SBDD into the seepage area. The control structures will reduce pollutant discharges to zero east of Structure 381 during the months of relatively dry weather when the canal levels are below the Basin Control Elevation. In addition, the SBDD is working in conjunction with the Florida Department of Agriculture and Consumer Affairs, the Broward County Environmental Protection Department, the SFWMD and the University of Florida Agriculture Extension Service to establish BMPs for the nursery industry in Broward County. Once implemented, these BMPs will reduce phosphorous loadings in runoff that enters the SBDD canals that constitute the conveyance system in Basins S-9 and S-10. Specific BMPs relate to the types and methods of application of fertilizer,irrigation methods and the construction of dry retention areas. Implementation of the BMPs will insure that when discharge from the SBDD canals to the C-11 occurs, the phosphourous levels will be reduced. The goal as set by the Broward County Environmental Protection Department is 10 to 20 parts per billion.
