The Center For Drug - Free Living's Substance Use Disorder treatment services are serving an increasing number of "Co-Occurring" clients. A Co-Occurring Disorder is defined as when "an individual has at least one mental disorder as well as an alcohol or drug use disorder". At The Center's Addiction Receiving Facility (ARF), the primary point of entry for individual seeking for a substance use disorder, 85% of those served may be diagnosed with a co-occurring disorder. The severity/acuity of these individuals has increased dramatically as the number being admitted involuntarily under a Marchman Act has increased. Enormous medication costs are created by the severity and acuity of co-occurring clients, most of whom have no resources to pay for these medications. Currently, The Center receives no reimbursement for medication cost incurred by co-occurring clients. The costs associated with providing these medications is covered by the programs general operating budget. As a result, the capacity to fund treatment services is effectively reduced.
This project supports the purpose of the Governor's Drug Control Strategy "to protect our citizens from the dangers posed by illegal drugs" as well as the goals and objectives outlined in the Strategy. By providing indigent drug care to co-occurring clients The Center produces results by reducing incarceration among substance users, reducing health related diseases, decreasing utilization of deep end, high cost hospital beds (i.e. emergency room care), and increasing the functioning level of individuals served as a result of the therapeutic services they receive. This type of program is supported at the National, State and local levels.

The Center's Indigent Drug Care Program has two (2) primary goals; 1) Medical stabilization of individuals with Co-Occurring Disorders who are in need of treatment for a substance use disorder 2) Effectively increase treatment capacity by freeing treatment to be used for detoxification, residential and outpatient treatment. |
