CBIRS Request 2364

Community Budget Issue Requests - Tracking Id #2364
Community Crisis Response Team

Requester: Dennis Ross Organization: Crisis Center of Tampa Bay

Project Title: Community Crisis Response Team Date Submitted 1/14/2005 4:40:52 PM

Sponsors: Crist

Statewide Interest:
The Community Crisis Support Team (CCST) is the only program of its kind in the State of Florida and is prepared to mobilize anywhere in the state when required. The CCST is recognized by FEMA as "best practices" and was utilized by Public Health units that responded to several different counties during the 2004 Hurricanes in Florida. Considering the devastation and trauma experienced throughout the state during this past hurricane season, a CCST will bring much needed services to our communities and residents in Florida at crucial times. Using is as a model, the training and services provided by the CCST can be replicated within regional areas in the state to more effectively serve the citizens of the State of Florida for trauma care response. Furthermore, this CCST model for training and services to respond to crisis situations should be replicated and provided at the national level.

Project Description:
The Community Crisis Support Team (CCST) is composed of volunteers trained to provide professional, coordinated responses to traumatic events affecting the community. Training will be contracted with Corporate Crisis Management utilizing current technology in trauma response. The Volunteers are prepared and can be mobilized to act during times of crisis and help our community recover from the effects of disaster (i.e. hurricanes), terrorism, accidents, and other crises. For example, during the 2004 hurricanes, the CCST based in Hillsborough County was deployed by the Hillsborough County Emergency Operations Center to Charlotte, Polk, and Manatee counties. Theoretically, the CCST could deploy to any county in the Tampa Bay Region or another area of the state if needed in response to a disaster. The Hillsborough County Emergency Operations Center will deploy the CCST in accordance with the County's disaster plan or in accordance to any other local disaster plan. Using the trauma response model, the team of 200 volunteers will provide crisis management, stabilization, assessment, and intervention and referral services to mitigate the harmful effects of trauma on a statewide basis as resources permit. This budget request of $251,873, along with the many volunteer hours that will be given by persons from many professions, will provide for personnel, training, travel, equipment, supplies, and informational brochures to continue and increase the number of trained professionals to become crisis support team members.
