Primrose Center, Inc. has been fulfilling a community need for over fifty (50) years throughout the Central Florida region. Established in 1952 by concerned parents and community leaders because no services were available for people with developmental disabilities, other than those provided through state institutions, Primrose Center, Inc. remains an integral part of the community be ensuring people opportunities for personal growth and development. Today our numbers exceed four hundred (400) people served on a daily basis, who are provided professional "hands on" training and support.
A comprehensive array of services are currently provided to adults with developmental disabilities that include vocational training, job placement, behavioral therapies, transportation, and housing options which are designed to address the individualized needs of the person receiving services. Our organizational "Mission Statement" as contained in Article II of the agency by-laws is: "To transform the lives of people with developmental disabilities by providing opportunities to achieve their fullest potential."
Primrose Center, Inc. is committed to working and learning collaboratively with the individuals we serve by ensuring that our services allow for choices and opportunities for people to achieve their personal goals through customized learning activities. Services focus on addressing real quality of life issues. We strive to promote a culture where staff explores the significant barriers that inhibit a person from achieving greater independence and develop strategies to remove barriers and increase opportunities for personal growth and development.

Primrose Center, Inc. operates its programs from eleven agency owned properties and one leased property located throughout Orange County. The majority of our properties are located in the Conway area of Orlando, which suffered extensive damages as a result of the hurricanes and tornados that swept through this area. The significance of the losses that the organization incurred as a result of hurricanes Charley, Francis, and Jeanne have greatly impacted the lives of many of the individuals we serve. Two of our homes were damaged to the point where the individuals had to vacate the properties for a significant period of time. One of the homes is still vacant and the individuals have been relocated to other homes operated by Primrose Center, Inc. or continue to live with family members throughout the area. This not only presents a hardship on those currently relocated, but also on the lives of family members now responsible for meeting the everyday needs of their loved ones.
Extensive property damages that included major roof damage, interior damages, debris removal, and equipment damages occurred at the majority of our locations. Estimated losses relating to property damage as determined by a licensed contractor are approximately $385,000. In addition to property losses, Primrose Center, Inc. suffered significant expense related losses in the areas of food spoilage, staff overtime, and lost revenue; specific to vendor contracts and facility closures. Losses in these areas exceeded $150,000.
Currently, Primrose Center, Inc. has been denied relief funding through FEMA. We are also working with our insurance agency in order to determine specifically what, if any, revenue losses will be covered under our current policy. Specific to our policies, a 5% deductible is applied at each of our locations. In addition, the insurance company is taking the position that damages suffered at four of our property locations are required to meet two deductibles. Also, revenue losses sustained as a result of each hurricane have separate deductible of 5% per storm.

Primrose Center, Inc. is requesting consideration for hurricane relief funds to assist us with the significant amounts of unexpected expenses the organization is faced with at this time. Due to high deductibles for repairs, losses incurred as a result of program closures, and the added expenses associated with additional staffing hours to ensure the safety and well being of the individuals we serve, Primrose Center, Inc. is seeking your assistance in meeting our ongoing responsibilities for ensuring the highest quality of care and services.
See attachment A for a detailed description of losses per location which includes agency insurance and FEMA summaries. The document is broken down to each location and includes specific expenses for damages and other expense related and revenue related losses. Deductibles on insurance policies per location are noted and each location identifies its total current unmet need.
Primrose Center, Inc. has applied for numerous grants since the Hurricanes of 2004. Our organization has been successful in receiving a grant award from Orange County's Volunteer Florida Foundation for the amount of $29,470.00. This money has been targeted to assist with repairs at our Ferncreek location. We have also been the recipient of in-kind donations totaling $1,500.00 from local businesses. Primrose Center, Inc. is also working to secure funds through other grants issued through local community agencies and foundations such as, Heart of Florida United Way and the Community Foundation of Central Florida related to this project. |
