This project will protect the environment by eliminating discharge of toxins into surface water bodies and water basins adjacent to the Santa Fe River from the existing treatment facility. In addition, infiltration and inflow throughout the City's sewer system will be minimized through extensive rehabilitation and failing septic systems will be replaced through the construction of new central sewer system facilities. This will prevent contamination of surface waters and reduce the potential for contamination of ground water resources and the aquifer. |

Project Description: |
This project is intended to upgrade the existing antiquated (pre-1950)wastewater system in the City of Starke in order to free up system capacity for economic development; eliminate toxic discharges to regional surface waters; and provide for a safe, functional system for the region. The overall project will include city-wide rehabilitation of existing sewer lines, construction of new sewer facilities, and transition of the existing water treatment facility from a secondary treatment system to an advanced system similar to a package system manufactured by USFilter, called the Envirex Cannibal system. This system uses a unique process that combines conventional activated sludge treatment technology with a smaller, seperate sidestream system to recycle and restructure the bacterial population until all excess biological material is completely broken down and degraded. The system offers many significant cost savings, including reduced biosolids hauling costs and dewatering costs, power savings, polymer cost reduction, decreased or eliminated wet biosolids hauling costs and a reduced footprint and concrete for new treatment processes. Specific aspects of this project for which this application is requesting funds are the cleaning and rehabilitation of older portions of the sewer lines, installation of alternative technology at the wastewater treatment facility and construction of new lines to replace failing septic systems that can constribute to toxic discharges into surface and ground waters. |
