Project Description:
Community Voicemail (www.cvm.org) is a national nonprofit that empowers people in crisis and transition by providing a tangible tool they need to succeed: a consistent telephone number. Community Voice Mail Network spans 37 sites in 19 states and including Pinellas and Orange Counties. The Homeless Coaltion of Hillsborough County, Inc. will be responsible for managing the service. The Coaltion will provide the voicemail numbers to other participating agencies who then assign the numbers to the clients. The key to the program is the fact that people who are homeless will receive a local telephone number at which to receive messages, therefore employers and case workers can utilize CVM to stay in consistent contact with their potential employers or clients, doubling the impact of the service and an increase in self-sufficiency through employment.

Measurable Outcome Anticipated:
In 2003, over 47,000 people in crisis and transition nationwide had access to a safe, reliable place to receive messages and over 1,900 social and health services agencies has access to a needed tool for service delivery. By eliminating phonelessness as a barrier to self-sufficiency --30% of CVM users will be able to obtain employment --30% of CVM users will obtain housing --30% of CVM users will achieve "safe communication" (fleeing domestic abuse) --30% of CVM users will receive health services In 2003 over 8,000 homeless people were counted. Our anticipated goal is to have 30% of the CVM users reach their goals within the first year of using the service. CVM users will help them look for work, look for housing, receive medical/health services and have a safe place for messages. The isolation and disconnection of people without a phone number cannot be underestimated. Community Voice Mail re-opens doors often closed to those most in need, helping thme regain lost ground and get back on track to self-sufficiency.
