The Florida Department of Health's mission is to promote and protect the health and safety of all people in Florida through the delivery of quality public health services and the promotion of health care standards. The Cervical Cancer Task Force can truly assist this mission only if properly funded. Here are some facts about Cervical Cancer � In Florida, 268 women died of cervical cancer in 2002 and 952 new cases of cervical cancer were diagnosed. � Women of color and foreign-born women have the highest risk of cervical cancer. � Women 18 to 64 years of age experience 60 percent of cervical cancer disease. � Having multiple sexual partners over a lifetime contributes to the risk. � Having a past diagnosis of human paploma virus (HPV) is a precursor to cervical cancer. � Having a history of sexually transmitted infections increases the risk of cervical cancer. � Sexually active females 18 years old and older should have an annual gynecological examination.

Project Description:
In 2004, the Florida Legislature passed Senate Bill 2002, that created the Cervical Cancer Elimination Task Force under the Florida Department of Health. However, no funding was put into this program. The purpose of this task force is to recommend strategies and actions to reduce the cost and burdens of cervical cancer in Florida. According to the legislation, the task force shall: 1. Review statistical and qualitative data on the prevalence and burden of cervical cancer 2. Receive and consider reports and testimony from individuals, county health departments, community-based organizations, and other public and private organizations statewide to learn more about their contributions to cervical cancer diagnosis, prevention, and treatment, as well as their ideas for improving the care of cervical cancer patients in this state. 3. Identify priority strategies and new technologies, including newly introduced vaccines, which are effective in preventing and controlling the risk of cervical cancer. 4. Provide recommendations to the Florida Public Health Foundation, Inc., on public awareness issues relating to cervical cancer, such as the causes, personal risk factors, value of prevention, available vaccines, early detection options, treatment costs, new technology, and education for health care practitioners. 5. Identify and examine existing programs, services, laws, and rules regarding the availability and coverage of treatment services for cervical cancer. 6. Develop and revise a comprehensive Florida Cervical Cancer Prevention Plan and present those recommendations to the Department of Health and the Florida Cancer Control and Research Advisory Council for incorporation into the Florida Cancer Plan. The task force shall consist of: 1. The director of the Department of Health's Division of Disease Control or another person with expertise in epidemiology who shall serve as chair, appointed by the Secretary of Health. 2. A board-certified gynecologist licensed as a physician under chapter 458 or chapter 459, Florida Statutes, representing the Florida Obstetric and Gynecologic Society, appointed by the Governor. 3. A family physician licensed under chapter 458 or chapter 459, Florida Statutes, who provides gynecology services representing the Florida Academy of Family Physicians, appointed by the Governor. 4. An oncologist licensed as a physician under chapter 458 or chapter 459, Florida Statutes, representing the Florida Division of the American Cancer Society, appointed by the President of the Senate. 5. An advanced registered nurse practitioner who practices gynecology representing the Florida Nurses Association, appointed by the Speaker of the House of Representatives. 6. A member of the Legislative Women's Caucus, appointed by the President of the Senate. 7. The chief executive officer of the Mayo Clinic, Jacksonville, or his or her designee. Members of the task force shall be appointed to 4-year terms without compensation, and each organization represented shall cover the expenses of its representative. The task force is required to present interim reports to the Florida Public Health Foundation, Inc., the Florida Cancer Council, the Center for Universal Research to Eradicate Disease, the Governor, the President of the Senate, and the Speaker of the House of Representatives on January 1, 2006, and July 1, 2007, with a final report due on June 30, 2008. After that, the taskforce is dissolved.

Measurable Outcome Anticipated:
If the task force is funded the following outcome will occur: 1. Increased awareness of cervical cancer among women and its relationship to the Human Papillomavirus (HPV) 2. A possible drop in the number of cervical cancer deaths due to the increased awareness and increased testing based on that awareness. 3. Legislators who are more educated on women's issues related to cervical cancer.
