Statewide Interest:
The Town of Medley has purchased a site for a new Municipal Services Facility to provide all of its municipal services from one central location. Schematic plans have been completed and are attached. The unique design of this facility will include available space for services provided by other agencies including County, State, and Federal. The design also incorporates a roof top heliport that will allow for emergency needs such as medical evacuations from surrounding areas and use by the Department of Homeland Security as, if, and when necessary. The design further incorporates a Police Command Center for use during local or national emergencies, a wellness/nutritional center for the public, conference rooms for use by various public agencies, a computer center for use by members of the public, kitchen facilities to provide hot meals in the event public feeding is required during public emergencies, and educational facilities for the Town's Educational Enrichment Program which benefits students from pre-k through college. The total anticipated cost of this very unique Municipal Services Facility will be between $5,000,000.00 and $6,000,000.00. The Town has already spent approximately $1,250,000.00 for the site acquisition and preliminary design work. It is seeking funding from various sources including this funding request. Construction is expected to start in September or October 2005, with a completion date during the late summer of 2006. The town believes that its facility may well become a prototype of future services facilities for all government entities.

Measurable Outcome Anticipated:
The benefits to be derived or gained from the project are multiple in nature. They include A) Updated state of the art classroom facilities and computer centers for the entire population of the Town and for use by its business entities, B) Pre-k programs, teen-age programs designed to encourage a healthful and moral lifestyle, anti-crime programs, and similar educational programs, C) College entry level programs for economically deprived and language challenged students, D) Nutrition and other medical awareness programs for all residents, specifically including senior residents that will enable their dependence on welfare programs to be eliminated or substantially diminished, E) Centralization of all of the Town's administrative departments, F) Emergency incident facilities that can be used during times of Natural Disasters or other security threats that will enable the building to be used to provide social services as needed, and G) all other purposes for which the building is being constructed- see plans.
