Statewide Interest:
The Sarasota Family Emergency Treatment Center offers less costly behavioral healthcare evaluation, diagnosis and treatment, and patients received immediate care and placement into the most effective and least expensive setting which is cost effective for the state. Development of a Mobile Crisis Response Unit as a diversionary service in addition to expanding current hours at the FETC will reduce the reliance on Crisis Stabilization Unit (acute care) services and inappropriate incarceration. Locally and statewide, there are not enough publicly-funded CSU beds to meet the need. Due to the current lack of diversionary services, individuals in psychiatric crisis are routinely held in emergency room due to the lack of bed availability or arrested and jailed on minor offenses in lieu of treatment.

Project Description:
The Sarasota Family Emergency Treatment Center (FETC) offers an immediate service to individuals and families in need of intervention, treatment, and referral to behavioral health services, diverting individuals from deep-end services including incarceration and crisis stabilization. Since July 2002, more tha 4,000 individuals and families have been served with a 96.88% satisfaction rate. However, with current funding, the FETC is only open Monday thru Thursday from 8:00am-8:00pm and Friday from 8:00am-5:00pm. This proposal seeks to expand the hours of the FETC to enable the program to be operational seven days a week as well as institute a Mobile Crisis Response Unit. This Unit is comprised of a team of trained mental health providers who travel and respond on-site to clients in crisis. The goals of the Mobile Crisis Unit are to provide community-based services to stabilize persons experiencing psychiatric emergencies in the least restrictive environment, reduce arrests of mentally ill people in crisis, reduce police officers' handling psychiatric emergency situations, and provide much-needed services to south Sarasota County, which has seen an increase in crisis stabilization unit admissions, espeially among children. The Mobile Crisis Response Unit in Sarasota County will be operated in conjunction with the Family Emergency Treatment Center. Co-location will offer a seamless delivery of service 24 hours per day, seven days a week as well as a reduction in overhead costs.

Measurable Outcome Anticipated:
Increased availability of immediate intervention, treatment, and referrals to persons and families in need of mental health and substance abuse services through the FETC, diversion from Baker Act admissions and/or community inpatient detoxification facilities, and diversion from inpatient psychiatric care or emergency room admissions. A comparison of the first three months of each fiscal year demonstrates that the number of services provided at the FETC continues to rise.
