Project Description: |
The purpose of this project is to appropriately fund Florida's eleven (11) Regional Planning Councils (RPC's)so that they may adequately provide statutorily mandated and regionally requested services to their local governments including: administering revolving loan programs for business development and energy conservation purposes; assisting cities and towns in preparing and implementing revitalization and redevlopment master plans for their urban cores and neighborhoods: administering health related programs; conducting fiscal impact analyses to stimulate the impacts of economic events used in making policy decisions that affect a region's economy; carrying out programs and activities that stimulate economic development; developing local mitigation strategies; serving as planning staff to certain rural local governments; developing regional tourism promotional campaigns; and addressing regional transportation issues. In addition, to being a convener of the local governments within their regions. RPC's core services are as follows: providing technical assistance within the context of growth management; making avaialable a dispute resolution process; providing mapping and geographic information systems assistance; reviewing commenting, and providing assistance on local government comprehensive plan amendments and developments of regional impact; and updating, amending, and implementing Strategic Regional Policy Plans. |

Measurable Outcome Anticipated: |
1) Funding this project will result in increased services to Florida's local governments, particularly with respect to planning and technical assistance needs, enhanced performance of RPC's, and heightened compliance with Chapter 186, F.S. and other statutory obligations and responsibilities, Florida's local governments are the primary beneficiary of this proposal since an increase in funding will allow RPC's to better fulfill their statutory obligations without subsidizing those activities with local reserves, (2) the Legislature's annual appropriation to the RPC's as a vehicle for the RPC's to carry out their statutorily mandated obligations and responsibilities. Pursuant to these contracts, RPC's are required to submit quarterly reports outlining their activities and demonstrating compliance with the contract. Measurable outcomes are provided in these quarterly reports. |
