Statewide Interest:
The St. Johns River Water Management District has determined that continued pumping of water from the existing fresh water Florida acuifer cannot be increased with environmental impacts such as reduced spring flow and loss of wetlands. Decreased Florida aquifer water levels, as a consequence of increased pumping will result in lower spring discharges, specifically to Blue Springs in southwest Volusia County. Blue Springs has been identified as the largest winter habitat for manatees along the East Coast. Additionally, wetlands in eastern Volusia County are endangered by increased aquifer withdrawals. The project represents the desire of the Water Authority of Volusia's (WAV) member governments to implement a water use conservation program to assist in the restoration of Blue Springs and wetlands in eastern Volusia County. The 14 member governments comprising WAV include: Daytona Beach, Daytona Beach Shores, DeBary, Deland, Deltona, Edgewater, Holly Hill, New Smyrna Beach, Orange City, Ormond Beach, Ponce Inlet, Port Orange, South Daytona and the County of Volusia

Project Description:
The Water Authority of Volusia (WAV), comprised of 14 member governments in Volusia County, proposes to assist in the restoration of flow to Blue Springs and the hydration of wetlands located in eastern Volusia County. WAV proposes to achieve these environmental improvements through an intensive and strategic water conservation construction project throughout Volusia.

Measurable Outcome Anticipated:
Increased recharge in wetlands and aquifer levels in Blue Springs; Decreased potable water demand and increased reclaimed water usage resulting in decrease discharges to the Northern Costal Basin; Higher aquifer levels in the vicinity of Blue Springs; stability in the number of manatees using Blue Springs; Reduced potable water withdrawals; increased groundwater levels in the vicinity of wetlands; Enhanced effectiveness of the join Volusia County/SJRWMD Thayer Canal Weir Project; less treated wastewater and pollutants discharged in the Northern Canal Basin, a priority surface water body and the wellfields managed to minimize environmental impacts.

The load reductions will be measurable, and will include suspended solids and nutrients. The proposed projects will reduce pollutant loadings in two ways: 1. Less demand will result in less wastewater produced 2. More treated wastewater will be reused for irrigation, reducing discharges to the Northern Coastal Basin.
