Project Description:
Highland Village is a residential mobile home park in the City of North Miami Beach, and is adjacent to the Biscayne Bay Aquatic Preserve and the Oleta River State Recreation Area. Highland Village is a low- income neighborhood located between NE 20th Avenue-NE 25th Avenue & NE 135th Terrace-NE 137th Street. In 1999, the City employed an outside engineering consultant to prepare a Water Quality Evaluation Study (Study) to assess the problem at Highland Village. The Study included a specific water-sampling scheme whereby water samples were collected from the underlying aquifer and adjacent surface waters. The result was expected: surface water quality standards were exceeded at all sampling locations. Total fecal coliform bacteria counts were highest at stormwater outfall locations that discharge into Arch Creek and the adjacent Oleta River State Recreational Area. In order to solve the problem, the construction of a new wastewater collection system and the cleaning and abandonment of the existing septic systems currently used to handle wastewater will be necessary. The new wastewater collection system will prevent further contamination of the area sediments, groundwater and surface water bodies by eliminating the septic systems, one of the sources of contaminants.

Prevent further pollution of the Biscayne Bay Aquatic Preserve, and to satisfy the South Florida Water Management District's SWIM Plan for Biscayne Bay.
