Addiction to alcohol and other drugs impacts Florida citizens on an equal opportunity basis, without regard to socio-economic status or other variables. Currently, Southwest Florida has the lowest per capita funding for adult substance abuse treatment in the entire state; this shortfall has resulted in the four counties served by SWFAS having 1 adult detoxification bed for every 33,000 adults at risk; in nearby regions as well as statewide capacity ranges from 1 adult detoxification bed for every 19,000 to 21,000 adults. This shortfall of detoxification capacity has been exacerbated by the impact of Hurricane Charley this year - increasing the need for a service that was already inadequate. This unmet need in this region of Florida results in shifting the costs of untreated addictions to the local jails and state prison system, to emergency rooms and hospitals, and to mental health crisis units. Unmet substance abuse detoxification needs result in more costly (some services funded by Medicaid) and less efficient care in each of these systems, creating capacity challenges in each of these systems. Accessible substance abuse services can positively impact the state child welfare system (where 70% of involved families have an adult with a substance abuse disorder), the state correctional system and the ability to respond to healthcare needs of Floridians while reducing the cost to systems such as Medicaid and Medicare.

Project Description:
Expanded Adult Detoxification Capacity - a $400,000 annual funding increase is requested to support expanding adult detoxification capacity for the above four counties from 17 to 24 beds. This can be accomplished with additional operating monies due to unused space at the current detoxification unit. The funding would support additional staffing needed to provide care to an expanded census. This is a CARF accredited program that has been operating for 25 years - strong utilization management efforts have assured lengths of stay that are appropriate and among the shortest in the state of Florida. A four county Task Force recently examined this issue with input from a cross section of community stakeholders and developed several steps that need to be taken in this area - this request is a key element of that effort. This is only an intermediate measure with the expectation that a new facility needs to be developed with additional capacity for current and future needs.

Measurable Outcome Anticipated:
This funding would enable 525 additional adults to gain admission to detoxification programming where about 80% of all admissions successfully complete their treatment regimen. This would be a 42% increase in the numbers served, and would reduce the number of individuals who are turned away from the acute level of care throughout the year. Individuals denied access to care are frequently relegated to more expensive, less effective systems.
