Project Description:
This is a request to restore $825,000 of revenue so the current budget allocation of $1,650,000 is there to support the 11 Local Health Planning Councils throughout the State of Local Health Councils. Local Health Councils: � Examine health policy in the areas of health coverage options, Certificate of Need, school health services, trauma services, and maternal and child health. � Inventory community resources and identify gaps in services for improved coordination and delivery of health care across the age, gender and racial/ethnic spectrums. � Assure better coordination and utilization of local resources for health care services provided to the district's diverse communities. � Perform data collection, tabulation, and analysis for informed decision-making among community leaders. � Foster the exchange of ideas through community engagement on contemporary local and national health care issues. Last year $1,650,000 was appropriated to fund the health councils. However, because of a change in the CON bill that became law, one-half of the funding stream was taken away because of the decline of CON reviews. Therefore the councils will only receive $825,000 statewide ($75,000 per council). The answers to: Question 10 is based on the cash needed for 2005-2006. Question 11 is based on amount in 2004-2005 budget. Question 13 shows no local match because the revenue is being requested from the state. Question 14a is based on amount in 2004-2005 budget. Independence is important for the proper functioning of the health councils around the state.

Measurable Outcome Anticipated:
� Increase community education and health promotion that maximizes resources by engaging the community through the promotion of healthy lifestyle practices. � Increase access to health care by facilitating a design of program initiatives that meet local needs. � Translate data into decision-making and community tracking tools via the development of report cards; provision of distilled comparison by age, race, ethnicity, gender, geographic location; on-line access to progress updates. � Design Best Practices Models by exploring designs of an affordable school nurse model; after school program, and childhood obesity reduction models. � Leverage the state's initial investment to bring new resources to local communities. On average, Local Health Planning Councils secure $62.00 in program services for every $1 by the State of Florida or $103.7 million in monies secured via federal, local and other state funds to implement health initiatives throughout the state via resources utilized from the State's investment of $1,650,000.
