This project is a training proposal for staff in prison settings to implement this highly structured and effective treatment option. This staff training would provide more consistent and state of the art program management that has been proven effective in other states. The prison based programs would operate more efficiently, have less disciplinary referrals and have a higher success rate than either no treatment or modified treatment. These findings are borne out in the Office of Program Planning and Governmental Accountability Report that was completed in October of 2004.

Project Description:
The Therapeutic Community (TC) is a tested and proven treatment modality for substance abuse that has existed for over 50 years. It is currently the treatment modality utilized in Florida prisons with substance abuse treatment services. A TC requires a highly structured pro-social environment for the treatment of drug abuse and addiction. It differs from other treatment approaches principally in its use of the offender peer community as the key agent of change. Treatment staff and recovering clientele interact in both structured and unstructured ways to influence attitudes, perceptions, and behaviors associated with drug use and criminal behavior. The TC uses a specific treatment stages that are related to increased levels of individual and social responsibility. Peer influence, special learning groups and role modeling mediated through a variety of group processes, is used to help residents learn and assimilate social norms and develop more effective social skills. The TC therapeutic approach generally focuses on changing negative patterns of thinking and behavior through individual and group therapy, group sessions with peers, and participation in a therapeutic milieu with specific roles, privileges, and responsibilities. Strict and explicit behavioral norms are emphasized and reinforced with specific contingencies (rewards and punishments) directed toward developing self-control and responsibility.

A minimum of 250 substance abuse counseling staff and correctional/security officers would be trained in order to specifically meet the substance abuse treatment and needs of the inmates enrolled in the program.
