Operation PAR, Inc is a non-profit organization that is requesting a state appropriation for an expansion of Front End services in the Sixth Judicial Circuit to implement family intervention models at the Pinellas Juvenile Assessment Centerand the PAR Adolescent Intervention Center in Pasco County. Front end services, such as screening, assessments, and follow-up are effective when intervening early with youth to keep them from deeper penetration into the juvenile justice system, such as residential placements in commitment programs. Therefore, Operations PAR proposes to increase assessments, ensure compliance with assessment process, and engage families in recommended community-based services to forestail costly residential placements to juveniles. Considering that the average cost of a residential commitment is $20,000 per youth, this project would pay for itself by successfully diverting 15 youth per year. Pinellas and Pasco stakeholders are endorsing this project. |

Project Description: |
Successful intervention at the Pre-Commitemnt level signficantly reduces the number of residential placements of juveniles. Operation PAR is proposing to expand Front End services within the Sixth Judical Circuit by implementing effective family intervention models that will intervene early with youth involved in the juvenile justice system to avoid deper penetration into the system and costly placements in commitment programs. Funding will be used to improve family involvment, provide in-home therapy as needed, increase assessments, increase compliance with the assessment process and engage families into recommended community-based service. Operation PAR will utilize Motivational Interviewing, Motivational Enhancement Therapy/Cognitve Behavioral Therapy (MET/CBT) and its Family Support Network (FSN) as the proposed model based on its effectiveness when piloted during a nationally funded research study. FSN services will include in-home family session (4) parenting education (6 models) aggressive case management and follow-up. |
