Harbinwood/Lake Jackson Water Quality Improvements

Requester: Leon County Organization: Leon County Board of County

Project Title: Harbinwood/Lake Jackson Water Quality Improvements Date Submitted 1/12/2005 2:44:01 PM

Sponsors: Argenziano, Lawson

Statewide Interest:
Continues the restoration of Lake Jackson, a State designated Outstanding FL Waterway. In 1999/2000 a restoration effort was initiated that resulted in the removal and disposal of app. 2,00,000 cubic yards of accumilated nutrient rich bottm sediments. Due to Lake Jackson's direct connection with the regions drinking water source, this project serves the population of Leon County as well as several other counties.

Reconstruction/enhancement of an existing open stormwater conveyance system that is frequently overwhelming by contributing to poor surface water quality inflows entering Lake Jackson and flooding within the Harbinwood Estates Subdivision. Is this a project related to 2004 hurricane damage? No

Measurable Outcome Anticipated:
Increase Lake Jackson surface water quality, and increase ground water protection in the area through reduction/elimination of stormwater flood impacts to more than 20 single family homes within the Harbinwood Estates Subdivision

Will this project reduce pollutant loadings to a water management district designated 'priority' surface water body? Yes
Name of water body: Lake Jackson

Describe how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
The channel will be stabilized, reducing erosion and sediment release to the lake. The first pond will attenuate the flow, allowing sediment to capture in the facility for later removal. The second pond will utilize wet detention to provide vegetation uptake of nutrients. The collection and treament of storm flows will also address widespread septic tack failure in the subdivision and the resulting nutrient impacts to the creek, Lake Jackson and Lim Sink. Total suspended solids reduction estimated at 90% total kjeldahl reduction of 44% total phosphorus reduction of 57%
