The most current demographic study available indicates that there are 5,100 Holocaust Survivors in South Palm Beach County. Currently, only 56 people receive home care services and at least 179 additional people need such services. This project would allow Ruth Rales Jewish Family Services to offer services to the remainder of the Holocaust Survivor population in South Palm Beach County. |

Project Description: |
According the the 2000 National Demographic Study, the average age of Holocaust survivors is 75 years, and 13% of the survivor population live in south Florida. Because Holocaust survivors suffer from extreme problems when placed in nursing homes and assisted living facilities, greater efforts need to be taken to allow them to stay at home. It is important to note that because Holocaust survivors experienced physical and pschological torture their needs regarding care as they age differ from their cohorts who did not share this devastating experience. This population carries with them a wariness of being asked to supply entitlement providers with personal identifying data. In addition, being placed in congregate care facilities ofthen re-awakens the memories of the concentration camp experience. Holocaust survivors are more likely to need additional help than their counterparts who did not experience physical and mental torture. Because Holocaust survivors' median income is one-third that of the non-survivor population, they are less likely to be able to afford care for their additional needs.
Within the current caseload, clients receive an average of 5 hours of home health care per week. This is about 50% of actual need. The services within home health care include assistance with bathing, light house cleaning, assistance with medicines, and assistance with daily living activities. The population is very frail and with the passing of time is becoming even more frail. Clients are assessed based on the following factors: dressing, grooming, bathing, eating, transferring - includes getting out of a bed or chair, walking/mobility, stair climbing, toileting, bladder/bowel control, client incontinence, ability to use telephone, shopping, transportation ability, preparation of meals, laundry, light housekeeping, heavy chores, taking medication, and managing money. These items are all from the Department of Elder Affairs Comprehensive Assessment Form as well as the Short Assessment From. Additionally, clients are given an assessment of their mental health status with such questions as what year and month is it now? Finally, the client has an assessment of medical conditions, ranging from false teeth to a wheelchair. Most of the Holocaust Survivor population does not receive government means tested assistance of any kind. They do receive social security, Medicare and may receive modest reparations.

Measurable Outcome Anticipated: |
It is believed that the number of survivor clients will increase as three things happen: more people find out about the services being provided, more survivors become increasingly frail and require services and current clients requiring a more intensive level of care as they age, and more survivors moving to South Palm Beach County. |
