The Legislature recognized and endorsed the regional medical school as an efficient and cost effective mechanism to respond to the impending state physician shortage when it appropriated funding in FY 2005-06 to establish a four year regional medical campus of the University of Miami Miller School at Florida Atlantic University (UMMSM@FAU). Priority for use of funding requested for FY 2007-08 will be recruitment of the critical mass of full-time and part-time faculty required to complete the transition from the current 2 year to a 4 year regional medical school program. Requested funding will enable UMMSM@FAU to expedite the multi-year process required to plan and establish accredited residency programs totalling approximately 250-300 residents, that will have an impact on the state's physician workforce within three years of the planned 2009 date for acceptance of the first residents.

Project Description:
The challenge facing the University of Miami Miller School of Medicine Regional Medical Campus at Florida Atlantic University (UMMSM@FAU) is the development of a critical mass of faculty to fulfill several major goals including the formation of multiple residency programs (referred to as graduate medical education) in multiple hospitals in Palm Beach, Martin and St. Lucie Counties and the development of the medical student curriculum (referred to as undergraduate medical education). The Florida Board of Governors has made residency program development its highest priority to address the physician shortage facing the State of Florida. In order to accelerate these activities, there is the need to increase the numbers of full time medical faculty and the appropriate support staff to deal with the accreditation issues surrounding graduate medical education. The process of preparing these residency programs will require 3 years. This includes the development of a hospital consortium, meeting the standards required by each residency review committees of the Accreditation Council for Graduate Medical Education, and the preparation of community-based clinical faculty who will also participate in the residency program. The latter will need training in the methods of teaching and evaluation of resident and student performance. Recruitment of faculty for the missions described above is a laborious and time sensitive issue. Faculty tend to move at the end of the academic years and occasionally in mid academic year. In order to be able to move quickly to address the tasks noted above we would like to recruit as many of the faculty we indicated we would need as expeditiously as possible. We will have created the entire needed infrastructure and if we had the necessary financial support the recruitment for 41 clinicians and 10 basic scientists could be completed with 12-18 months. If we receive an additional $8 million in the 2006 legislative session, we will have achieved full funding of the program and could move forward with the aggressive recruitment of faculty, planning for and implementation of the graduate medical education programs very rapidly.
