| Construct a multi-use public facility as a commercial primer, which can double as a hardened storm bunker for the city. |

| As part of a long-range recovery plan, the community is in the process of discussing the construction of a Town Center. The center will be a multiple use building consisting of a public library, retail and office space, public offices, community center and a storm shelter to a accommodate several hundred refugees. It will also be a central location for the city to rally around its downtown revitalization initiatives. |
