| The DeSoto Family Services Center (DFSC) will provide diversionary services to prevent families and individuals in psychiatric crisis from being hospitalized and/or being arrested and incarcerated on minor offences. This diversionary clinic will reduce demands on an already overstressed emergency room system, hospital beds, criminal justice system and will be cost-effective for the state. The shortage of CSU and psychiatric hospital beds is producing a crisis in many communities. Community psychiatric hospital beds have declined by 34% over the last ten years in Florida while State mental hospital capacity declined by 525 beds over the last 5 years, a 28% decrease. Some of the manifestations of these crises include unsafe practices, paitents being held in waiting ares for over 24 hours, crisis units operating over licensed capacity, and more that 10,000 individuals with a mental illness in jails often for minor offenses. In rural communities such as DeSoto County, families have limited healthcare resources. The DFSC will provide less costly short term intervention services, less costly behavioral healthcare evaluation, diagnosis and treatment to this underserved county. Clients will receive immediate care, placement, and referals to the most effective and least expensive setting, an additional cost-effective measure for the state. |

| Measurable Outcome Anticipated: |
| The mission of the DFSC is to provide short-term intervention for clients coping with crisis mental health or substance abuse issues. DFSC supports and empowers individuals, regardless of age or income, to take an active role in their own recovery. Designed like emergency walk-in clinics for acute physical care, the DFSC provides services that meet behavioral needs of the consumer. The scope of services offered for any individual with mental health and/or substance abuse needs falls into two major categories: Clinical Services and community support. Clinical services include an assesment of needs, emergency counseling/brief therapy, acute mediation, intervention, referral, and behavioral health screening. Community support services include observation/drop-in (idea for law enforcement and those needing a mental health respite.) Family support services in addition to intervention counseling include the provision of temporary "quiet space" and necessary goods such as diapers, baby formula, and food vouchers. The DFSC will utilize the "211" computerized database to link callers in need with the best referral source in the community. Psychotherapists, case managers, and clinical support specialists will staff the DFSC. Board-certified psychiatrists are available by appointment to provide emergency medication evaluations. By offering intervention and assesment, a seamless level of care is provided and there is increased accessibility regardless of ability to pay. The DFSC assures unrestricted access through staffing that is geared toward a walk-in sevice delivery model. As such, there is no "waiting list" as often exists with other service delivery systems. The DFSC manages walk-in traffic through triage, crisis intervention, brief therapy, and referral to community providers. |
